PLYMOUTH (WBSM) — A Plymouth police officer and her husband were arraigned today on charges stemming from a child sex crime investigation.

Charges Filed Against Plymouth Officer and Husband

Plymouth County District Attorney Timothy J. Cruz announced that Samantha Pelrine, 31, and her husband Daniel Forand, 37, were arraigned in Plymouth District Court. Forand was charged with six counts of indecent assault and battery, 12 counts of aggravated rape of a child, and one count each of assault and battery, and assault and battery with a dangerous weapon.

Pelrine was charged with three counts of aggravated rape of a child and one count of statutory rape.

Both pleaded not guilty. They are next scheduled to appear in court on June 8.

Bail Set Lower Than Prosecutors Requested

The Commonwealth requested the couple be held on $250,000 cash bail with the conditions that if they make bail, they have no contact with the victim, no contact with children under the age of 18, they surrender all firearms, they remain in Massachusetts and they surrender their passports.

District Court Judge Kristen Stone set bail at $25,000 for Forand and $10,000 for Pelrine, while adopting the Commonwealth’s conditions.

Investigation Began With Victim Report

The investigation began on March 15, when the adult male victim went into the Massachusetts State Police barracks in Middleboro to report he had been sexually assaulted, first by Forand and then Forand and Pelrine together, on multiple occasions from 2018 to 2025.

When news of the investigation reached the Plymouth Police Department, Pelrine was placed on administrative leave on March 17. Police issued a press release on the disciplinary action, but did not reveal any information about the nature of the investigation.

Allegations Date Back to 2018 Guardianship

Then on March 24, multiple outlets reported that the investigation involved accusations of sexual abuse involving a victim who the couple had taken into their home in 2018 as the victim’s legal guardian, when he was 14 years old.

Arrest Made by State Police and Federal Task Force

As a result of the investigation, Massachusetts State Police sought and obtained arrest warrants for the couple on March 25. They were taken into custody this morning at 6 a.m. at their home by members of the Massachusetts State Police Plymouth County Detective Unit, MSP Violent Fugitive Apprehension Section, MSP Troop D Detectives, and U.S. Marshals Service Fugitive Task Force.

Plymouth Police Respond to the Arrests

Plymouth Police issued the following statement earlier Thursday:

"Today, the Plymouth Police Department learned of the arrest of Officer Samantha Pelrine by the Massachusetts State Police following a criminal investigation into her off-duty conduct.

We are appalled and deeply disturbed by the allegations. We hold our officers to the highest of standards and expect them to uphold their sworn duty both on duty and off. Our primary mission is to safeguard the public’s trust and uphold the law. We value human life, fairness, integrity, accountability, and professionalism. The conduct alleged is in violation of our values and of our basic principles as police officers, to serve and protect.

While we respect the judicial process, we remain committed to a timely and thorough internal investigation to find the facts, review available evidence, and take appropriate administrative action.

Officer Pelrine’s duty status is currently under review."
