Massachusetts Gov. Charlie Baker says he accomplished many of the goals he set for his first 100 days in office despite having to deal with a winter of record-setting snow.

The Republican pointed to the bipartisan team he named to lead his administration, steps taken to balance the state's budget and a strengthening of the state's relationship with cities and towns.

In an interview with The Associated Press, Baker says massive breakdowns on the MBTA also provided an opening to begin a dramatic restructuring of the Boston-area transit system.

But the storms may have also delayed work on some of Baker's key policy initiatives. He said as governor, ``you shouldn't be surprised when you get surprised.''

Baker has won praise for developing a strong working relationship with Democratic legislative leaders.  (Associated Press)
