Traffic at Chicago's two busiest airports, O'Hare and Midway, slowly returned to more normal levels Monday, three days after a deliberately-set fire at a regional air traffic control center disrupted much of the nation's air-travel system.

The Federal Aviation Administration has temporarily assigned other controllers to oversee the airspace normally covered by the facility, but full service may not be restored for two weeks.

The fire was set by a 36-year-old contractor who then attempted to kill himself by slashing his throat. He survived, and is facing charges that could send him to jail for up to 20 years, if convicted.
