New limits on NSA surveillance are being recommended amid growing controversy over government eavesdropping. 

A review board is calling for more oversight and tighter regulation but is not calling for an end to the eavesdropping, which the administration views as an important counterterrorism tool. 

Presidential spokesman Jay Carney said the issue of surveillance must balance privacy concerns with the need to protect national security.  He argued that intelligence resources must also support American foreign policy objectives.
