Plymouth Couple Indicted on Child Rape and Sexual Assault Charges
BROCKTON (WBSM) — A married couple from Plymouth have been indicted on multiple counts of child rape and sexual assault charges stemming from allegations made by a man who was placed in their guardianship as a teenager.
According to Plymouth County District Attorney Timothy J. Cruz, a grand jury today indicted Daniel Forand, 37, and Samantha Pelrine, 31.
Forand was indicted on seven counts of indecent assault and battery, nine counts of aggravated rape of a child, two counts of rape, and one count of assault and battery. Pelrine was indicted on three counts of aggravated rape of a child and two counts of rape of a child.

State Police Investigation and Reporting
The investigation into the couple began on March 15, 2026, when the adult male victim went to the Massachusetts State Police barracks in Middleboro and reported he had been sexually assaulted, first by Forand and then by Forand and Pelrine together, on multiple occasions from 2019-2025. The couple had taken guardianship of the victim in 2018, when he was 14 years old.
Arrests and Upcoming Court Proceedings
When the charges came out, Pelrine, an officer with the Plymouth Police Department, was placed on paid administrative leave. Arrest warrants were issued, and the couple was taken into custody on March 26.
