NOAA is sending $14.5 million to Massachusetts to assist the Commonwealth's struggling commercial fishermen.

Under a plan worked out between NOAA and the New England states, one-third of that money will be held back to help fund a vessel buy-back program.

Seafood Consultant and retired New Bedford fishermen Jim Kendall believes holding back any money is a mistake.....

A third of the $14 million will be used to address concerns in the groundfish industry, and another third will go directly to federal permit holders.

Kendall says he wants to hear more about how the average fishermen or deckhand can get help
