New rules set to be proposed by the FDA would make e-cigarettes off-limits to anyone younger than 18.  E-cigarette sales have spiked over the past few years.  Last year, they hit two-billion dollars.  Health experts say e-cigarette companies are marketing to kids.

Supporters of e-cigarettes say they're safer than tobacco cigarettes and can be used to help people quit smoking.
