BROCKTON — A Boston man who committed an armed robbery at a Brockton cell phone store before firing at police during a high-speed chase in 2019 will spend 16 years in prison, according to the U.S. Attorney's Office.

On Thursday, 31-year-old Stephan Rosser-Stewart was sentenced to serve 16 years with another two years of supervised release after his prison term.

Rosser-Stewart pleaded guilty on March 24 to conspiracy to interfere and interfering with commerce by robbery, discharging and using a firearm while committing a violent crime, and being a felon in possession of firearms and ammunition.

In January 2019, Rosser-Stewart and his co-defendants Darius Carter and Diovanni Carter along with Dennis Martin, held up the manager of a Brockton T-Mobile store with semi-automatic weapons, demanding cash and electronics.

Darius Carter hit the store manager in the head with a gun before the men fled with around $25,000 in cash and electronics.

Diovanni Carter drove the getaway car, according to the U.S. Attorney's Office.

 

When police found the vehicle, a high-speed chase followed, with the defendants reaching speeds of more than 70 miles per hour in residential areas.

On Diovanni Carter's orders, Rosser-Stewart and Darius Carter fired eight rounds at the police cruisers in pursuit.

Authorities arrested Rosser-Stewart, Darius Carter, and Dennis Martin and recovered the stolen phones and cash after an object in the road disabled their vehicle, the office stated.

Diovanni Carter fled and was eventually caught in March 2019.

Due to prior criminal convictions, all four of the men were prohibited from possessing firearms and ammunition.

Rosser-Stewart had previously been convicted of armed robbery in Suffolk Superior Court and had just been released from prison before the T-Mobile store robbery.

Martin pleaded guilty to his role in the robbery in August 2019 and is scheduled to be sentenced on Sept. 23 this year.

A federal jury convicted Diovanni Carter in March 2020, and he was sentenced to over 22 years in prison.

Darius Carter pleaded guilty in March 2021 and was sentenced to 14 years in prison and three years of supervised release.

"Mr. Rosser-Stewart and his co-defendants...terrorized the Brockton community and endangered innocent lives, all for greed and the pursuit of money," said U.S. Attorney Rachael Rollins.

"Today’s sentence effectively removes this reckless individual from the streets of our Commonwealth, preventing him from endangering any more lives."

"Following the brazen armed robbery of the T-Mobile store, Mr. Rosser-Stewart showed a complete disregard for public safety while fleeing police at high speeds and shooting at officers," Brockton Police Chief Brenda Perez commented.

She added, "Violent behavior like this will not be tolerated in our community."
