New Bedford Police arrested 21-year-old Mitchell Sylvia of New Bedford early Wednesday for OUI liquor (third offense) and other charges after he was stopped on Coggeshall Street near the ramp to I-195.

Police say they observed a vehicle traveling west on Coggeshall Street at an estimated 60 miles per hour, in an area with a posted speed limit of 30 miles per hour. Construction was being done in the area, with warning lights activated.

After police stopped the vehicle, they determined that Sylvia was under the influence of liquor. He was also charged with negligent operation of a motor vehicle, having an open container of alcohol in a motor vehicle, speeding, having no driver’s license in his possession and failure to report an address change to the Registry of Motor Vehicles.

The arrest was made at 2:45 a.m.

A previous charge of operating under the influence of alcohol was continued without a finding in October 2014. He has an open case in court based on an operating under the influence charge December 2016.
