Another step on the long road to casino gambling in Massachusetts is being taken as a 90-day window opens for developers to submit preliminary applications to the state. The Massachusetts Gaming Commission plans to make applications available to companies interested in bidding for the sole license to operate a slot parlor. Initial applications for companies hoping to build a destination resort casino will be made available on Friday.  Under a two-phase process adopted by the panel, applicants will first be screened to make sure they are qualified financially and ethically to bid for a license under the state's casino law. Those who are prequalified will then move on to a second, competitive bidding phase. The preliminary applications along with a $400,000 application fee are due by Jan. 15.
