A measure to train and arm up to five-thousand Syrian rebels will soon be on its way to the Senate after passage by the House.

The $500 million measure aims to equip moderate Syrian rebels for the fight against ISIS.

President Obama has authorized airstrikes against ISIS targets in Iraq and Syria and calls the Syrian rebels a necessary component in a broad-based counterterrorism strategy.

Texas Republican Mike McCaul voted yes. He said, if the U.S. does not hit ISIS overseas, they will eventually hit the U.S. homeland.

Connecticut Democrat Rosa DeLauro voted no. She said Syria is in the midst of a complex civil war and argued that it will be difficult to "thread the needle" and find the right "good guys" to train and arm.

The measure is attached to a bill extending government funding until mid-December.

The government runs out of money on September 30th without an extension of funding. Extending government funding until December pushes budgetary issues past November's midterm elections.
