Did US Let Terrorist Bomber Fall Through the Cracks?

U.S. officials put the radical Tamerlan Tsarnaev on a terrorism watch list months after the FBI placed him on a different watch list. The Russian government also supplied information that aided U.S. authorities about an "alert" on Tamerlan.

So, since this terrorist was well known, it raises the question whether the FBI should have kept a closer watch on him, perhaps preventing the disaster.
