A bill authored by State Senator Mark Montigny of New Bedford cracks down on animal cruelty and abuse.

The bill was signed Friday by Governor Charlie Baker.

The measure restricts animal tethering, prohibits leaving an animal outside during extreme weather conditions, and allows first responders and private citizens to rescue distressed animals locked in cars while penalizing the owners.

Penalties include fines up to $500, and the possiblity of animal cruelty charges being filed in the most serious case

In a press release, Montigny thanked the Governor for his support and said "this legislation will help protect animals from abuise and downright criminal conduct.  It's time we put the animals first."
