Mayor Jon Mitchell says he has some reservations about a bill that would limit cell phone use in the car.

The Massachusetts Senate passed a bill that would require drivers to use hands-free devices if they were to talk on the phone while imposing fines of up to $500 for violators.

Speaking on his weekly radio program, Mitchell says he's not completely sure of what the bill is targeting. "What's the distraction? Is it talking on the phone or is it actually holding it in your hand? And even if it's hands-free, you still have to dial," says Mitchell.

Mitchell says if the bill were to become law, he would have to change his habits behind the wheel.

A similar bill currently sits in the House Transportation Committee.
