A group of legislators are filing a bill to create a statewide registry of convicted animal abusers. It's called the "PAWS" Act, for Protecting Animal Welfare and Safety and is designed to keep pets out of the wrong hands.

In addition to the registry, the bill would beef up penalties and hit repeat offenders with prison sentences. It was inspired by Puppy Doe, the female pit bull found brutally tortured in Quincy last month.
