Is It Constitutional To Ban Smoking In Public Housing? [POLL]

To the pleasure of some, and discontent of others, smoking will be banned in all New Bedford Public Housing buildings, over the next year.Is it within the governments rights to be able to ban a choice such as this? Of course, if you are living in public housing you need to follow rules, and since the government put you up, should they make the rules?
