Should Massachusetts Bring Back The Happy Hour at Bars?

Quick question. Assuming you don't own a bar, did you know Massachusetts banned "Happy Hour" in an official legislative move? 

By the way, that happened thirty years ago after Governor Michael Dukakis' brother was killed by a drunk driver, while riding a bicycle. Long story short, it's against the law to advertise a "Happy Hour" so you'll find low priced munchies instead.

There's an argument to be made on both sides of this double-sword issue.
