Massachusetts Governor Maura Healey has punted on new and increased highway tolls – at least for now – but a proposal for a new tax on candy, an increase in local taxes on hotel rooms and meals, as well as a new surcharge on your excise tax are still in play.

The Massachusetts Port Authority has voted to adopt a new fee for folks looking to set sail from Boston's Flynn Cruiseport. As of 2026, a new $3 fee will assessed for all cruise passengers departing Boston. The fee increases by $3 annually until it reaches $15 in 2031.

State House News Service (SHNS) reported the new fee would generate about $93 million to finance roughly 90 percent of a $105 million infrastructure project "that combines a series of improvements officials say will better equip the Flynn Cruiseport to accommodate larger ships and higher passenger volumes."

Massport is also considering fee increases on transportation to Boston's General Edward Lawrence Logan International Airport.

Maximum near-terminal daily parking rates would increase from $41 to $51, while maximum economy parking would go from $32 to $42 daily. Limo and taxi pick-up fees would more than double to $7.50 and $5.50, respectively.

Passengers using app-based transportation services such as Uber and Lyft would pay a $15 fee for roundtrip service.

Logan Airport employees could see their monthly parking rates increase sharply from $175 to $275.

The proposal to increase fees at Logan comes as Massport looks for ways to pay for changes needed to accommodate an increase in business at the airport, one of the busiest in the nation.
