During its second time in front of the City Council, a $4.97 million capital improvement plan was approved Thursday evening.

A highly contested item on the spending order is $1 million dollars for the repair of school windows. Councilors are concerned once the funds are allocated, the Mayor's Office will spend the money on other matters.

Councilor at Large Linda Morad hopes to keep track of spending with a monthly report from the City's Chief Financial Officer, Ari Sky.

Morad's amendment to cut $1 million from the spending plan failed to pass.

Councilors cited the importance of repairing public safety infrastructure and arts and recreational facilities as the need to pass this plan as is.

They will be keeping a close eye on the spending.
