Ward Five City Councilor Kerry Winterson seems to be cool to Mayor Mitchell's proposed "problem properties" ordinance.

Winterson was one of three councilors to vote against the ordinance in committee Tuesday night. He tells WBSM News he feels the ordinance targets the wrong people.

Winterson says only 30 city properties would be viewed as "problem properties". He says he would rather have police devote more time to those specific properties rather than approving a so-called "blanket law" that would penalize people that aren't contributing to the problem.

Councilors Debora Coelho and Linda Morad also voted against the ordinance Tuesday night.
