Woman Arrested for Calling 911 for a Pen

What do you do with someone who is constantly calling 911 for frivolous reasons like needing a pen?

Jeanie Dufresne of Hooksett, NH has called 911 ten times this month alone for non emergency reasons, tying up resources. Dufresne is very well known to police who have arrested her and charged her with misusing 911 and is being held on $5000 cash bail. Another woman called 911 in March and asked for help ordering Chinese food. So, the question for comment is what can authorities do with people like this?
