Why Is This Desk Hanging From a Street Sign in Fairhaven?

I know it was windy this weekend, but not THIS windy. As I was driving on Sunday morning, I saw this desk on a sign on Sconticut Neck Rd in Fairhaven. It's one of those things that makes you do a double-take. "Am I really seeing this?"
