Two people were arrested Tuesday night following an investigation by the Organized Crime Intelligence Bureau into a heroin delivery service being conducted in the city of New Bedford.

Detective Captain Steven vicente says a search warrant was obtained for a 1998 Ford F-150 owned by 56-year-old Kevin Secia of Mattapoisett.

The truck was stopped by detectives around 6 p.m. on Route 88 near County Rd. in Westport.

Vicente says the truck stopped briefly, before taking off again, then came to complete stop a short distance later.

Detectives returned to the area where the truck first stopped and found 157 grams of heroin that was tossed onto the side of the road.

The heroin has a street value of approximately $15,000.

Detectives also seized $2,515 in cash

Secia and his girlfriend, identified as 44-year-old Andrea Leitao of Westport, were taken into custody.

Vicente says they were arraigned Wednesday morning in New Bedford District Court on heroin trafficking and conspiracy charges.
