Race track officials had initially submitted plans to build the resort in phases, but Boston Mayor Tom Menino objected to the idea saying it should all be built in one move.

Suffolk Downs officials tell "The Boston Globe" they submitted plans to be built in phases since they must have approval from both leaders of Revere and Boston where the property sits, and could be forced to put plans on hold if either mayor refuses to negotiate deals with the developers to host a casino.
