Mitt Romney says President Barack Obama was dishonest about the Affordable Care Act and should have phased it in like Massachusetts did with its health care overhaul.

The 2012 Republican presidential nominee and former Massachusetts governor told NBC's ``Meet the Press'' on Sunday that Obama wasn't truthful when he promised that all Americans could keep their health insurance under the federal health care law.

At least 3.5 million Americans have received notices that their insurance policies are being discontinued because they don't meet the new law's higher benefit requirements. While they can get policies under the federal law, those who don't qualify for subsidies could pay significantly more.
