A spokesman for Vladimir Putin says the Russian president is still deciding whether to send troops into Ukraine.

 Earlier today, the Russian parliament unanimously approved Putin's request to use the military until the situation in the region can be stabilized.  Putin's spokesman said the Federation Council authorized the president to use "the full arsenal of means needed to resolve the situation."  He repeated, no decisions have been made. 

According to reports out of Ukraine, Russian forces are already on the ground inside the eastern part of the country.  Yesterday, President Obama warned Russia there would be "costs" if it violates Ukraine's sovereignty. (Metro Networks Inc.)
