A Massachusetts man was arrested in Rhode Island after police found him unconscious behind the wheel of a running vehicle with a hypodermic needle in his forearm.

Portsmouth police received a report of an erratic vehicle around 11 a.m. Tuesday. An officer saw the vehicle pull into a parking lot and come to a stop.

Police say 26-year-old Eric Rocha, of Fall River, was "slumped over" the car's center console. The vehicle was in drive, and Rocha had his foot on the brake pedal. Rocha awoke and pulled the needle from his arm.

Police say they found 128 packets of heroin in Rocha's front pocket.

Rocha is charged with possession of heroin and driving under the influence. He's scheduled to be arraigned Wednesday.

It's unclear if he has a lawyer.
