Pay for Massachusetts Snow Removal with a Lottery Ticket

Massachusetts State Representative John Bineinda thinks it's a good idea to pay for all the snow removal with a specially designated $2 scratch lottery ticket!

His legislation would like to call the proposed ticket, "snow bank." I think "snowley moley" might be considered!
