President Obama is promising to work quickly to resume domestic surveillance programs after Congress passed the USA Freedom Act today.

In a White House statement, the President chided some members of Congress for the "needless delay and inexcusable lapse" in national security powers. The statement goes on to say the legislation will "strengthen civil liberty safeguards and prohibit the bulk collection of phone metadata. Obama also took to Twitter to say he will sign the bill "as soon as I get it."

The Freedom Act reinstates federal surveillance powers that expired late Sunday night. It does so by modifying the NSA's bulk collection of Americans' phone data in the USA Patriot Act.  (Metro Networks Inc.)
