Tax collections don't want to see a huge drop in revenues because of smoking cessation, so the government doesn't really want you to quit smoking.

In addition, American tobacco farmers would go out of business and the Social Security benefits would be drained, as people live longer, healthier lives. If Bay State smokers quit, the state would be hard pressed to make up for the hundreds of millions of tax dollars lost. Small businesses would take a hit in their gross sales, and black market sales would increase.

So if you believe that the government wants folks to stop smoking, go ahead. I believe it's all about the almighty dollar!
