One of the chief architects of the Affordable Care Act says it never would have been signed into law if the voters had known more about it.

Economist Jonathan Gruber made his comments at a conference last year, and they are getting attention now because a video of the comments are being circulated by a conservative group.

In the video, Gruber says the law passed because a "lack of transparency" gave them a huge political advantage. He also credited "the stupidity of the American voter" as critical to getting the law passed.
