New Bedford Mayor Jon Mitchell says the prooposed Waterfront Development Overlay District currently making its way through the City Council is "spot zoning," and he's opposed to it.

Mitchell says the plan could be interpreted as giving a boost to the K-G Urban Enterprises' plan for a waterfront casino, and that's not right.

Speaking on his weekly radio program  on WBSM, Mitchell said spot zoning undermines the deliberative nature of zoning discussions, and that's not the way zoning should be done.
