New Bedford Election Commissioner Maria Tomasia is hoping for a big turnout in Tuesday's preliminary election, but past history tells her the turnout citywide will be less than 15%. 

Because there's an open Council seat in Ward Five, Tomasia is hoping voters there will be energized to go to the polls.  There are also contested races for Councilor At Large and School Committee.  Balloting takes place Tuesday from 7am to 8pm.
