"Boots on the ground" are not being ruled out in the fight against ISIS.

Testifying on Capitol Hill this morning, Chairman of the Joint Chiefs, General Martin Dempsey said he'd recommend using some of the American forces already in Iraq in combat roles, if necessary.

That differs from what President Obama has repeatedly said. Obama has stated on more than one occasion that U.S. combat troops won't be directly involved in the fight against ISIS.
