Authorities on Cape Cod are appealing for public help to identify a decapitated, mutilated body found wrapped in a tarp on a Sandwich beach Wednesday night.

Cape and Islands District Attorney Michael O'Keefe said at a news conference Friday the legless, armless body appears to be a black man around 6 feet tall, weighing 220 to 230 pounds.

He said the man was wearing black sweat-type pants and a dark blue t-shirt with lettering promoting a Rhode Island business. The body has an old surgical scar on right side of the abdomen.

O'Keefe said the body was attached to a moving dolly.

A passer-by found the body at Town Neck Beach. O'Keefe said the victim was killed elsewhere and dumped at the beach.

He said authorities are appealing to people across New England to offer information.
