Nearly a half a million welfare recipients were sent letters by the State in regards to a lawsuit, but 19,000 of those letters came back marked 'return to sender'.

So where exactly are these 19,000 missing people who might have been getting government assistance? The Governor tells Fox 25 in Boston's Sharman Sacchetti that the number of people who could not be located just 4% of the actual number.

The Governor also adds that those 19,000 people may already be off of assistance or possibly never been approved to get the assistance in the first place.
